Before Leo completed his degree in economics in 1963, he had taught history at United College in Winnipeg in 1956-1957. He worked in the years 1957-1959 on research at the University of Wisconsin in Madison. In the years 1959-1964, he worked as an economist at the Center of Community Studies in Saskatoon, Saskatchewan, where great emphasis was placed on research on the development of cooperatives. Furthermore, he surveyed the economy of various districts in the province, including various special indigenous areas. In the fall of 1964, he became a professor of economics at the University of Saskatoon and at the same time dean of the school’s Department of Economics and Management.
