Valdimar was the son of Páll Valdimar Pálsson and Jónína Þuríður Jóhannesdóttir in the Lakes settlement (Vatnabyggð) in Saskatchewan. He completed his primary education in his home community and a B.A. degree from the University of Saskatchewan in Saskatoon. In 1951 he graduated with a law degree from the same university. He was a lawyer in Foam Lake from 1952.
